Born in Tokat in 1962, Yakar started to learn weaving at the age of 12 in Tokat Yakupoğlu Carpet Weaving School. In 1980, Yakar became a permanent master instructor and retired in 2004 after training many new weavers. Yakar, who received the titles of Living Cultural Heritage Bearer in 2022 and State Artist in 2023, is the Chairman of the Board of Directors of Bergama Handicrafts and Weaving Cooperative, of which she was one of the founding members in 2009.
